Site Prep and Land Clearing Costs for Charleston-Area Home Sites
Clearing a Lowcountry lot rarely means just trees and grading. Between state stormwater rules, county tree ordinances, and tidal marsh threading the peninsula and barrier islands, site prep here is as much a regulatory sequence as a construction one.
Stormwater Permitting Now Runs Through SCDES
The old DHEC no longer handles this. Since July 2024, environmental permitting sits with the SC Department of Environmental Services, which administers the NPDES stormwater permit, with tracks set by acreage disturbed. Older easements may still say DHEC or DHEC-OCRM, but new filings go through SCDES; confirm fees and timelines directly with the agency.
Tree Protection Rules Are Not the Same Everywhere
Charleston requires a tree removal permit tied to species, size, and zoning, while Charleston County runs its own grand tree ordinance for unincorporated areas, amended in December 2023 and still evolving. Mount Pleasant sets its own thresholds. Because rules differ by jurisdiction, verify the current ordinance with the applicable planning office first.
Wetlands and Coastal Areas Add Another Layer
Many sites here carry jurisdictional wetlands, hydric soils, or marsh proximity, which can trigger SCDES Bureau of Coastal Management critical area permitting, successor to the old DHEC-OCRM office, and possibly a federal Section 404 review through the Army Corps. A wetlands delineation early on prevents costly redesigns. Per-acre clearing costs quoted online vary widely by site conditions and are best treated as a starting point for bids, not fixed fact.
