The Town of Kiawah Island runs its own Planning and Building Services departments, but a Town permit is only half the process. The Kiawah Island Community Association's Architectural Review Board must approve your design first — and that approval is a prerequisite the Town won't waive.
Budget Six Months for ARB Review Alone
The ARB's own guidance calls for four separate review stages — site analysis, conceptual, preliminary, and final — each requiring a distinct board meeting, with the board meeting only twice monthly. That's before Town Building Services issues a permit, and before construction time is even counted. Some private enclaves layer additional neighborhood-specific design guidelines on top of the island-wide standard.
A New Beachfront Overlay Restricts Oceanfront Building
In June 2026, Town Council approved a Beachfront Overlay Zoning District covering the island's full shoreline, barring new structures in a seaward buffer and capping development at roughly 20% of an inland buffer zone. A group of oceanfront owners has since filed suit challenging the ordinance. Any oceanfront or near-oceanfront lot deserves a current jurisdictional review before you assume what's buildable.
Sea Turtle Season Affects Window Design
From May through October, Kiawah's Lights Out ordinance requires tinted or filmed glass on ocean-facing windows in new construction to prevent light from reaching nesting sea turtles — a design requirement enforced by Town code enforcement that beachfront designers need to account for at the plan stage, not after.
