Carolina Bay is still filling in — roughly 1,800 of a planned 2,100-plus homes are built out across nearly 1,000 acres off Highway 17 in West Ashley — which means a rental investor here is underwriting a growing community, not a finished one. That has real implications for how cap rate math should be run.
Entry Price Still Spans a Wide Range
Homes here range from roughly 1,400 to 3,500 square feet, built primarily by Centex and Pulte since the community broke ground in 2006, with current listings running from the high $300,000s to the mid $900,000s. That spread means two rental analyses on "Carolina Bay" can produce very different cap rates depending on whether the comp is an original 2006-2010 Centex home or a newer Pulte build closer to full retail — run the comp set against the specific section and vintage, not the neighborhood average.
HOA Dues Are Modest but Vary by Section
Annual HOA dues across Carolina Bay's sub-sections — Richfield Plantation, Cypress, Bridgewater, and Marshside Towns among them — generally run between $500 and $1,200 a year, which is light relative to many amenitized West Ashley communities and helps cash flow math. Confirm the specific section's current dues and any planned increases before finalizing a proforma, since a saltwater pool section carries a different cost basis than one without direct pool access.
Amenities Support the Rent Story
Three community pools (one saltwater), Carolina Bay Park, more than five miles of walking and biking trails, a dog park, and kayak and canoe launches into the surrounding marsh give a rental listing genuine lifestyle content beyond a generic "West Ashley home" pitch. A natural-gas utility setup across the community also keeps a tenant's monthly costs down, which is a quiet but real point in the rent-versus-expense conversation with a prospective renter.
Location Cuts Both Ways
Carolina Bay sits between Savannah Highway/US-17 and Glenn McConnell Parkway, roughly 20 minutes from downtown Charleston and about 15 minutes from Charleston International Airport — a genuinely convenient commute position that supports steady long-term tenant demand. The tradeoff is that this is a built-out suburban product competing against other West Ashley and Summerville rental inventory, so rent comps should be pulled from a real competitive set rather than assumed at a premium simply for the location.
Where I'd Underwrite This
I'd target an original-vintage Centex home in a section with pool access and confirmed low dues, price rent against actual Carolina Bay and greater West Ashley comps rather than aspirational numbers, and treat the on-site fire station and natural-gas infrastructure as legitimate insurance and utility-cost advantages worth building into the proforma. This is a cash-flow-friendly hold more than a rapid-appreciation play, and it should be underwritten that way.
